Most Business plans are basically strategic plans. For example Product, Price, Placement and Promotion are all strategic factors to your business success. It is recognising the weaknesses that are in your business and the threats from outside so you develop yourself in such a way you have basically addressed the problem before it arises. Some call it being well prepared.
Sometimes I get asked to do a strategic plan only, a plan where people want to figure out what to do with their whole business, how to position themselves to get work, how to have the industry grow because they are doing the right things to start with. Generally the main difference between this and a business plan is the lack of cash flows because of a lack of a defined product and sales.
